where packet transmission is verymuch delayed - e.g. comparing
tcpdump on laptop vs. the upstream router shows it can take 30
seconds to transmit a packet. Receipt is always fast though. I
don't know what triggers this state, but observe that sometimes

printing them, quoting a roundtrip time around that 20 to 30 second
